I'm fine with either one, but images with text have the ability to be more informative and are easier to use. Most people who make video tutorials end up just recording themselves work, without ever properly explaining how they do things.
I would have to say that images with text are better for explaining technical aspects such as mixing colors and tool use, whereas videos are better for showing techniques and the small touches that make it art. I've seen some great tutorials by talented artists but, for example, there was no real way to actually see what happened in between the rough sketch and the final inked lines. At the same time, I've seen videos by very talented artists that weren't actually very informative because you couldn't see what was going on in any real detail and any attempt to study it gets pushed back as the artist races on at a pace that you'd need decades of experience to actually process.
For a really great tutorial, I would have to say a high quality and well paced video supplemented with a series of images with text highlighting key areas.
